I know its the base clock, my question is why is the boost so sensible and aggressive. It shouldn't spike 20-30 degrees just because a small process does something in the background.

It looks like the CPU is boosting for no reason, when I set the Processor power management to 99% the temps go down about 15c, but the clocks stay locked at 3,6GHz

That was a known problem with all monitoring software for the ryzen CPUs, it has been fixed couple years ago

I used hwmonitor, ryzen master and nzxt cam to look at the temps and they are approximately the same

I wasn't having any issues before, I saw some cases in which people had higher temps after bios update, but no solution. It got to be something that I need to change in the bios to lower the voltage when the CPU isn't used.
