New DP/HDMi adapter solved the issue, both were active adapters, maybe the old one or faulty or just could not keep up in dual mode.

fresh install installed latest AMD drivers same thing connect the DP monitor, all appears fine then 15 seconds later its gone

i have confirmed the issue is the same on another near identical rig that OS was not cloned from a diff spec rig (Just diff RAM and SSD) so this rules out anything that may have been caused by drivers etc as a result of cloning OS from diff spec rig issue remains i uninstall monitor from device...
