Question upgrading motherboard questions

i currently have a 7600x and msi b650i edge i plan to upgrade to a "extreme" pcie 5 board as i belive pcie 4 will get maxed by next gen gpus and the resale value of my current board will plummet i have some questions
1:would i need to reinstall windows?
2:is this dumb and am i just worried for nothing?

1. Yes, probably.

2. Yes. Change the motherboard only if you are going for a whole system rebuild. CPU, RAM, drives, etc.

If changing only the CPU, probably no OS reinstall needed.

Even PCIe 2.0 doesn't cripple the performance of an RTX 4090 all that much: https://www.techpowerup.com/review/nvidia-geforce-rtx-4090-pci-express-scaling/28.html

I think it's safe to say that unless DirectStorage actually becomes a necessary thing, PCIe 4.0 is more than sufficient.

And this is one piece of data out of a lot more that I linked that shows on average, the hit isn't that bad.

In any case, I can't picture PCIe 4 becoming obsolete any time soon, especially when you consider PCIe 2.0 still offers >90% performance on average. And if you're using a platform that maxes out at PCIe 2.0, the RTX 4090 (or really any midrange to high-end card today) is a terrible choice for it.
