I am planning on buying new components for my PC.
Processor options: Ryzen 5 3600x or Ryzen 5 5600x.
Motherboard: Asrock B450M Pro4

I am a bit confused for the cooler as to buy an Air Cooler or AIO Cooler.
A few options I am looking at are

I am not planning to overclock as of now but even if I do overclock it wont be for long durations and also not very frequent.
Case: Gigabyte C200 ( Arctic P14-total 4 case fans installed 2 front 2 top )

I am willing to sacrifice a few degrees if I can get a quiet cooler.
My ambient temperature is mostly below 30°C.
Noctua cooler i have read lots of positive reviews but they are costly as hell.
Do you think the one I mentioned above is good enough as compared to the Arctic Freezer 34 considering the cooling as well as noise levels.
If you are looking for a quiet cooler, look at Be Quiet air coolers. A good one to look for is the Dark Rock 4, or the Dark Rock 2, depending on budget.

My personal favorite air cooler is a Scythe Mugen 5 Rev. B. This cooler is quiet under load, and has exceptional air cooling performance for the price. The heat pipes are also raised slightly, and arched back, which allows for compatibility with...

You'll get a multitude of opinions here, but my advice is stick to air cooling if your ambient temps are not too hot. Noctua make the best. The Hyper 212 would be fine as you aren't going to be overclocking. Be quiet also make some good air coolers.

Speaking from personal experience, I've had a couple AIO's fail on me (maybe I'm just unlucky!), and they were Deepcool brand. For that reason, I don't think it's worth the extra few degrees, with the risk of having my PC components be damaged.
