You want at least slightly more positive case pressure so that dust is trapped in the dust filters instead of entering random crevices.
The way to test is called "the tissue test". Take a small piece of tissue paper and hold it near an opening in the case (one without a fan). If it sticks then you have negative pressure, but if it blows off then you have positive pressure.
To increase positive pressure, add more intake fans, turn up the RPMs on intake fans, or turn down the RPMs on the exhaust fans.
