Liberty Prime. The ultimate weapon of the Brotherhood of Steel from Fallout 3 is back in Fallout 4 if you go looking for it, but there's a few things you'll need to do before you can activate this bad boy.
Step 1) Convince Dr Li to rejoin the Brotherhood of Steel.
She has joined the institute, so you will need to complete the quest 'From Within' to convince her to come rejoin the Brotherhood of Steel. Once this is done you will be asked to convince her to join the liberty prime project. Just talking to her will do it, she isn't too hard to convince for someone who doesn't want to repeat the same mistakes of her past.
Step 2) Build the electromagnetic actuators.
Speak with Li and she will give you the quest 'Liberty Reprimed'. This one isn't too tough, you just need to find the resources required for these, with the only rare materials being the high powered magnets. These can be found from various vendors rarely, but most notably you can pick a few up from the hospitals around the Commonwealth. These can be scrapped for components, so if you do find some in your travels it is best to store them somewhere until you get to this point where you really need them.
Step 3) Find the Nukes for Liberty Prime.
Your next step is to arm Liberty Prime. You'll have to head into the glowing sea to do this, to the Sentinal Site. You're going to run into a large number of feral ghouls here, so be prepared for a fight to clear the place out. While clearing the place out you will run into a member of the church of atom. You can either convince him to help you, so that you can access the storage area for the nukes, or kill him and his assaultron bodyguard to loot the password for the storage area from his body. Either way, you can plant the signal beacon and head back to the Brotherhood to tell them of your success.
Now that you've got everything put together for it, you get to talk to Dr. Li and she'll let you be the one to push the button to turn him on. Later on in the main quest storyline, you'll get to take him out for a tour of the commonwealth, leaving a swath of destruction in your wake. Enjoy!
