Mei can be an amazingly frustrating hero to go up against in Overwatch, but there are a few ways you can counter her effectively.
Step 1) Keep your distance.
Distance is your best friend when going against Mei, as her most troublesome ability is her freeze gun which has a very short range on it. If you Stand well away from her and snipe her down she is pretty squishy and doesn't have much she can do to retaliate back other than throw up a wall to defend herself, or encase herself in ice. Both of which don't help if it's a good one shot kill.
Step 2) Don't stay too closely grouped up.
Her ult can be very deadly to a whole group of enemies if they are clustered together, so try not to huddle up when she is around and might have her ult, you'll all end up as Popsicles and easy picking for head shots from her icicle gun.
Step 3) Try Pharah or Zarya against her.
If you are having a lot of trouble with her, maybe you've got a good one on your hands. Try switching to Pharah to counter her. Staying airborne almost negates her freeze gun completely, and her walls won't stop your rockets raining down from above on her. With Zarya, even in close range your barriers will stop all effects of her blaster and charge your energy at the same time, making you very deadly for not just her, but her entire team.
A lot of champs that need to get up close and personal are going to have some trouble with her, as if you get caught her in freeze gun you will be immobilized and unable to defend yourself from the inevitable headshot. Evan tanks will fall if her team focuses on them when they are frozen, so if you are playing one of the heroes that can deal with her, make sure you do and quickly whenever you see her to help your team as much as possible.
