Hello everyone! If you have COD: Ghosts on PC then you probably have seen some stuttering on it. I have personally had a lot of stuttering myself, and if you are here because of FPS lag, unfortunately I cannot help you with that because that is a physical problem with the game that can't be affected via the settings.
Okay, so the first thing you will want to do is to make sure you are updated to your latest graphics card driver. This can change SO much for the game, and with BF4 on release I was getting literally 5 FPS before I had updated my graphics card driver, and now I am up to the 60s. To update your Nvidia graphics card driver is simple (I am very sorry but I don't know how to update it with an AMD card because I don't have one yet). You will need to have the program "Nvidia GeForce Experience" and you can download this program right here:
http://www.geforce.com/geforce-experience
Right when you download the program, run it and it will check your system compatibility. Then agree to the License Agreement and finish installing it.
Now that you have installed the program go to the "Drivers" tab and if your driver is up to date you should see this:
If your driver is not the latest driver, there should be a button to download your most recent one.
So now you have your most recent driver installed. Now open up Ghosts and go into your options, and your video options, and advanced video options; turn off terrain detail, depth of field, motion blur, and distortion. (There have been some suggestions that keeping terrain detail ON, and image quality high/extra actually smoothens fps. I'd suggest trying both methods.
No matter how "beasty" your computer is, these settings are having a huge effect on everyone using them.
If you are still getting a stutter in Ghosts, set your "Texture Quality" setting to manual, and make those settings how you want them to be.
If you are STILL getting a stutter in Ghosts, just turn your Shadows to "No."

Okay everyone. That's all I've got that could help you. I hope that I did improve your performance for Ghosts and made it a very fun game finally, even though it still needs some work done on it.
