The finale as it were to the Nuka World DLC for Fallout 4 is when you turn on the power to the park and have basically completely restored it to working operations. To do so, you must have cleared each section of the park, which is something that will be outlined to you in the quest 'The Grand Tour'. You can also complete the 'Open Season' quest which has you hunt down and kill all the gang bosses and you'll then have to clear the area of all raiders before you can proceed with turning on this power. Or, you can help the raiders and conquer three commonwealth settlements, and you'll then be tasked with turning this power back on.
Step 1)Head to the power plant.
This is located in the far northwest section of Nuka World. You are going to have to circle around to the back of the building, looking for a blue double door at ground level to gain admission to the power plant. Keep in mind, this area may be inhabited by ghouls or raiders, depending on your choices up to this point.
Step 2)Get to the roof.
Your ultimate goal here is to get to the roof of the building, but you're going to be taking the long way around to get there. The power plant is a bit of a mess and you'll have to be going up and down floors a lot before you manage to find a ladder that is going to lead you up to the roof. It's a fairly linear path, without too many side areas to explore, so just keep going and you'll get there.
Step 3)Hit the button to activate the power.
Once you reach a little employee lounge area with a pool table and computer terminal, you'll find a ramp leading to the ladder that'll take you to the roof. Once up here you'll find the control room, which includes a nice big white button just asking to be pushed.
Once you've hit the button, the whole park is going to light back up. You've now restored power to the whole park!
