PSU Paperclip Test

If you need to test a PSU that is not plugged into your motherboard, take a paperclip and unfold it. Now touch one end to the green wire on the mobo 24pin and the other end to a black wire. It should turn on. Now you can test your PSU for basic on/off, or you can plug in fans or other components to test them.
