A strange error affected some Windows 10 users for a while where you click Settings and it either wouldn’t open or opened the Windows Store instead. Microsoft did release a patch for this in 2015, but it didn’t seem to fix it for everyone. So, if Settings doesn’t launch or launches the Windows 10 Store on your computer, here is how to fix it.
While Windows 10 is definitely the most accomplished Microsoft OS yet, there have been numerous issues with the desktop. This is one of the stranger ones. Fortunately, there are a couple of things you can do about it.

If you don’t have it already, download the Cumulative Update for Windows 10: August 5, 2015. This solved the issue for many users. Or use the Windows desktop troubleshooter which is actually pretty good at sorting out errors. Allow the app to run and follow the wizard to check for any issues.
One or both of these may fix your error. If it doesn’t, we may need to create another user. This is the solution to many profile corruption issues that occur within Windows 10.
1. Click the Windows Start button and select Accounts.
2. Click Family and other people and Add a family member.
3. Follow the wizard to create a new user. It is easier to create a local account without an email address for the purposes of this fix.
4. Log in with the new user to test.
Once logged in with the new user Settings should now start as normal. You can now either copy your files across to the new account or keep using the new local account. It is entirely up to you.
