  You will be able to get the full refresh rate of the monitor. Even your current graphics card should be able to do that with a DP cable...

  HD 6950 should support 1080p 165 Hz over DisplayPort, you just need a mDP cable or adapter to test it.

  HDMI does not support multiple video streams on a single port. Splitters will only duplicate the same image onto multiple displays.

  No, the computer sends video to the monitor to be displayed, just like the computer sends audio to your speakers, not the other way around.

  The VG248QE is limited to 60 Hz at full resolution over HDMI. Maybe one of the other monitors can use it instead though.
