WOW, I feel like an idiot. It turns out that the 4-pin, CPU power cable was not plugged in, so that's why it would not boot. I'm happy, but I feel stupid. Anyway, I got a Asus R9 280 3gb 384-bit and it plays battlefield like a champ. Thanks again! sorry about wasting your guys time.

The CPU fan spins but still no beeps or video. It's odd how all the fans/cd drive/hdd all power on but there's no video.

It's likely seized, it could be a number of reason why. You should tear it down anyway, it could turn out to be salvageable.

Take the spark plugs out and see if there is anything obvious like snapped rings, blown pistons. If it seems fine, then you should check the pressure of each cylinder(if possible), if there is still full pressure than you know that it's something other than the pistons or rings.It could also be...
