If you know the exact model number of your laptop, you can look it up on HP's website. They should have a PDF manual that shows you all the components and how to disassemble them. From there you can find how the webcam is connected to the motherboard and check for a loose connection.

A good gaming laptop costs twice as much as a PS4. You could get the PS4 and a small laptop for the price of a good gaming laptop. If mobility isn't an issue, you could build a very nice gaming desktop.

Sapphire and MSI are both excellent brands for AMD based cards. That being said, the Sapphire card before rebate is the same price as the MSI card after rebate, so I would go with that one.
