i had problems with a 7950 as well but i exchanged it for my X1950 you might want to RMA the card?

i would get the ATI card their drivers are more stable i had a geforece 7900gtx and it kept blue screening in oblivion so i got a Radeon X1950xt and now i run everything maxed out with HDR on... (at 1440 x 900 wide screen res)

take the card out and then re install it, and then see if it works, i have a X1950xt and it works flawlessly

get the Core 2 DUO E6300 its fast when over clocked and only costs 180$ then get the X850 XT * some places under $130)

try a nanny program or make them "kids" a username and remove the internet explorer icons and enable IE content manager to restrict all websites (uses password)
