Excactly, either a big tower cooler like the Dark Rock 4 in a fitting case with sufficient air flow or an AIO with a 240mm radiator where I like your idea around the external version very much.

Considering the given circumstances e.g. in Manila I would suggest to continue an AIO. The cooling results for air coolers - even speaking about the D14 or D15 are very much dependent on the ambient/air temperature. Therefore an AIO might be the better choice unless you sit in a place with air...

Exactly. How to answer this question w/o knowing if there is any temp issue? In case there is you may replace the thermal compound e.g. with MX2 or 4 which might help you to gain 1-3 Kelvin. Luckily with EVGA you may even do this w/o risking warranty.

The monitor only displays what it gets. Try enabling VSync which will limit FPS to 60. For some cases this might help. More important that you look at RAM and VRAM usage please. FPS seem to be as expected below 60. Still you should be able to experience the game running without stuttering...

And still for a lot of decent OC ambitions a good air cooler is the better choice considering the noise level AIOs produce. ;)

Perceived stuttering can have many root causes. What is for me the most frequent cause is low RAM causing a lot of HDD buffering. Would you mind to check and share your full system specs and the RAM utilization when the stuttering appears?

And what nobody mentioned so far: Using liquid metal also bares the risk of not applying it correctly and worst case damaging your CPU! Should only be used by experienced people. With the MX4 that was now repeated all will be good if you apply only the quantity of around a small pea size.
