It is not connected to a surge strip and there are not windows updates that I know of. How do I reset my CMOS?

When I try to turn on my PC it will not get to the POST screen and I need to unplug it to turn it off. My keyboard and mouse do not light up, however my RGB CPU cooler does, as well as the lights on my motherboard. If someone could help me with this problem it would be appreciated. Thanks...
