Do you have another computer to test if the Ethernet is actually providing internet? If it is the computer's problem, try using the motherboard's driver CD to reinstall the Ethernet controller.

Make sure that you have Vertical Sync (vsync) enabled in the video options. It may be under advanced settings. I can't remember (I don't play CS:GO much), but you will want vSync set to triple-buffered.
