You wontbe able to fit ddr3 ram into a ddr4 motherboard, the sticks simply dont match up with the slots in the mobo

If the fans are facing downwards then the card is horizontal, which is how it should be. Unless you have the case on its side or something weird like that. It could just be coil wine, could you take a video and post it online so we can hear it?

My 1070ti is OC'd to be better than even some 1080's that are OC'd. 1070ti all day, especially for only 37 dollars more.

What games are you trying to play? This is an integrated graphics card and will not be drawing good fps on practically any game. Note that lowering your resolution will increase fps.

you could get a 1070, which is cheaper tan both of those cards, and will run 1080p ultra graphics on all games just as effectively as a 980ti would.

Honestly the 1070ti is overkill for 1080p gaming. I'd go for the 980ti, especially since that particular 1070ti is a pretty garbage brand. Also he might live in a country that isn't affected by crypto-miners
