What you're suggesting is correct - it'll work. An easier alternative to messing in the bios is to press F12 (yours might be different) when the system logo is being displayed during boot. That will display a boot selection menu where you can select the USB drive as the boot device.

If you have a USB port in your PC that delivers power when the PC is off, then that is what is causing the power draw. You would have to turn that feature off in the BIOS to eliminate the power draw.

You need to understand something about windows memory management. The philosophy is memory unused is memory wasted. If you think about it it's true. Most available memory SHOULD be used. It's just that the management of the memory needs to be done well. Windows does a pretty good job of it left...

try this. Save off the ISO. Use rufus to prepare the usb stick. It should be set up for UEFI, and FAT32 (not NTFS).

There is too much missing info to be able to help. How are you installing windows? Via USB or DVD? Where did the iso come from? How did you prep the USB drive if you used one?

Are you adding memory modules as a pair? Motherboards don't like odd numbers of memory modules, and frequently won't post with an odd number of memory modules installed.
