    Correct. My apologies for not mentioning before, I'll update the original post. The short is I ordered essentially the same model as my original PSU (a slightly updated model number but same wattage and connections) and despite swapping out the PSU, the problem was identical.

    Taking it out ended up being the solution. I removed the HDD and popped it into another computer, where it was effortlessly detected and formatted. Put it back into the laptop and re-installed Win7 without any problems.
