Hello, I am trying to give an old laptop to a friend in the hospital. I went to test it and it is running at 99% CPU usage with nothing running.. this happened to me once before and i can not remember the solution. The computer has a fresh install of Win 10. https://i.imgur.com/BqDvgZ5.png

Can some one please explain the differences in these types of DVDs and maybe make a recommendation on whats best?
