I got a friends old HP desktop that she complained it doesn't boot. And indeed fans keep spinning with no video out even of a discreet GPU. I removed the RAM, replaced the CMOS battery, hit the reset cmos jumper but still nothing! Is the motherboard fried?

My PC is on top of my desk so it's near enough. Connecting it on USB 3 porst results in more input lag. Also it seems to be very random : I had input lag issues for the whole week but today it works fine
