By drivers I've meant software - drivers, nvidia control panel, GeForce experience etc. etc. Just use DDU software it solves the "s" for you.

I reinstalled MSI Afterburner and now it works out of the box. I assume that my mistake was uninstalling only drivers and not the MSI Afterburner. Now I am undervolted 100mV :) Thank you for support everyone

@alexbirdie But you can see voltage measurements in some of the panels - see GPU Tweak III right side of screenshot - the "GPU Voltage (mV)" displays voltage data while other panels dont.
