    It can only be a 3-pin fan. 4-pin fans have PWM control (the 4th pin) which your Arctic Cooling fan doesn't have. It will work just fine on your 4-pin mobo connector, or as mouse24 suggested, on the MOLEX connector (by using an adapter).

    I think CPU fan header is a standard 4-pin header (PWM enabled), and the CPU-out header has just a PWM-pin and maybe a speed sensor pin (if there are any other pins on this header, maybe they are just dummy pins).
