Final update, the GTX 1660 super works perfectly, just got the drivers installed. Thank you again to punkncat and stonecarver for guiding me through this!

OKAY so I finally figured it out, it WAS the RAM stick that was loose, I didn't stick it back inside hard enough (thought I'd break it) but after hearing a final click, I started it up and works perfectly again. This is with my old GPU so hopefully the GTX 1660 super works fine in here as well...

I reconnected my GTX 960 and turned the PC on, the fans on the old GPU will run for a couple seconds after turning it on, but then stop completely.
