    I didn't consider ram as a culprit in this but you have a point. I am pretty sure 8gb (2x4) are a kit but the other 4gb and 8gb are not. I can try taking those out and running on 8gb from one kit to see if that makes a difference.

    I doubt this has anything to do with the cpu, ram, or psu. Have you tried a different display port or hdmi? If you have integrated graphics, take out the gpu and connect the monitor to your igpu and see if problem persists. At least it'll help you narrow it down.
