You missed my point. I am saying that since your cpu has integrated graphics, you should remove your 1070 FTW from your computer and connect the monitor to the mobo vga/hdmi/dvi port and see if you still get the flicker. If you don't, then that indicates your gpu is the problem. If you do still...

I didn't consider ram as a culprit in this but you have a point. I am pretty sure 8gb (2x4) are a kit but the other 4gb and 8gb are not. I can try taking those out and running on 8gb from one kit to see if that makes a difference.

I doubt this has anything to do with the cpu, ram, or psu. Have you tried a different display port or hdmi? If you have integrated graphics, take out the gpu and connect the monitor to your igpu and see if problem persists. At least it'll help you narrow it down.

For $20 more, I'd go with this build. Faster ram, 7200rpm HDD, and RX 570 gpu. You spent too much on your psu and for extra $4 can get 3000 ram instead of 2666. I think there is room for improvement with the mobo but I don't know enough to choose since some were flagging as needing a BIOS...
