Control Panel > System > Intel(R) Core(TM) i5-10210u CPU @ 1.60Ghz - 2.11 Ghz

So I recently bought a brand new HP 15-da2017tu laptop which has an Intel i5-10210u processor. The problem is, this processor has a base clock frequency of 1.6Ghz and a max turbo frequency of 4.2Ghz but, my laptop says that it has a max turbo frequency of 2.11Ghz only! Please help me understand...
