    Enter Bios search for boot priority, It'll probably be set to HDD or SSD then CD-DVD Drive then USB, change the priority so that USB is top priority and restart, you should boot into the USB, which I presume is for installing Windows, in that case make sure that it's a bootable USB drive...

    if money is a non issue, absolutely more power to you go for the 3090 if you can, it definitely wouldn't hurt having lots more GPU power and VRAM, just don't expect to fully utilize the system to it's full capabilities unless you're playing on 4K, no game at the moment requires that much power...

    Rerouting any video signal through USB is simply not possible, and your graphics card only outputs video it doesn't input video from other devices, just use the PS5 on your monitor with the black bars to the left and right of the screen, I'm sure it doesn't zoom in to make things out of frame

    I don't think you'll have enough leftover headroom, especially seeing as the efficiency is bronze meaning it's not even providing the 600w power, it'll be fine running your system, but barely so consider at least a 700w+ PSU if you want to overclock that card
