I fixed the problem. I did a manual clean uninstall and reinstall of the drivers and discovered windows had reinstalled my old 660 drivers automatically before I had a chance to shut down. I also discovered AMD's auto-detect had installed the wrong driver... As far as the perceived glitching...

I reapplied thermal mx-4 thermal compound and temps dropped 3 degrees across the board.

I did try a push pull as well and it made no difference in temperature. Makes me wonder if my cooler is not attached properly. I am going to reapply thermal compound as soon as it comes in the mail.
