You're absolute right. Latency is superb in GeForceNOW. The other guy doesn't know what is talking about. Or maybe he has a really poor Internet connection.
The CPU of the GeForceNOW 4080 rig is somelike an AMD Ryzen Threadripper PRO 5955WX (Zen 3). And the GPU is a nVidia L40G Ada Lovelace. It can be checked in the Steam hardware info with the codenames.
