    GTA IV is a badly ported game. It struggles to run smoothly even on high-end PCs. For all, you can try to defrag your HDD, OC your GPU to improve performance slightly. BTW, use the latest patch which I think is 1.1.2.0 for best performance.

    Any mobo that has a PCI-e x16 slot will support any graphics card irrespective of memory type. As for your mobo it has a PCI-e x16 slot, so it is supported. BIOS doesn't matter. BTW, your PC specs?
