If you are sure that the gpu utilisation is 100% then, that's the maximum performance you can get. Also bear in mind that you have a max-Q version of the card wich is less powerful of the same non max-Q card

Yes, if you don't touch the core voltage it will be fine, at worst it can crash, if that happen there are 2 options: Lower the core clock Higher the core voltage

Why not a 3300x or a 3600? The RX 580 and the GTX 970 are both good choices as long as you find a good deal. What about a 1060 or a 1650(s)

Your overclock is good, if you want to go further, you can with no problems just following the guide, if you want to start pushing the voltage i reccomend you to watch some good videos since you don't want to push it too far.
