    IRQL_NOT_LESS_OR_EQUAL 0x0000000a Windows 8

    Updated any drivers or hardware lately? Video etc? Put latest drivers on or roll back if after the latest set you started getting issues. Also download and run Memtest.

    How do I set the primary GPU in the BIOS?

    Usually if you dig around in the BIOS you should see an option to disable the on-board video. This should help - http://www.tomshardware.co.uk/forum/366506-33-asrock-extreme4-disable-onboard-graphics

    First GamingPC Help?

    The AMD CPU I listed is socket AM3. AMD went down the route of forward and backward compatability with their sockets so you should be good for a while. The new socket type for AMD (FM2) is for the APU based cpu's but the performance is not the same as the AM3 CPU's...

    Decent Build for gaming?

    I am running the 660ti and its lovely, plays all games at 1080p on shiny shiny. Go for 8gb Ram, windows and other apps like steam also take up ram space and if using 4gb your pc will use the pagefile more often, (pagefile = sloooow). I put 16gb in mine but thats complete overkill lol.

    Do I upgrade from 4GB DDR3 -> 6GB DDR3 or ATI Radeon HD4350

    If it was me, and games were not a priority but performance and databases were more important I would do the following. All new shiny ram, matched pairs are a good thing - http://www.ebuyer.com/311813-crucial-8gb-ddr3-1600mhz-ballistix-tactical-memory-blt2cp4g3d1608dt1tx0ceu £52 Then an SSD...

    Decent, but change the PSU, always go for quality brands like Corsair, Antec, Ocz etc.

    Do I upgrade from 4GB DDR3 -> 6GB DDR3 or ATI Radeon HD4350

    I would do the RAM, especially if you are working on databases. For a huge system boost put your OS on an SSD drive, will be like a new PC along with the RAM upgrade :)

    Graphics Card and PSU

    Read this, it's pretty much your question :) http://community.futuremark.com/forum/showthread.php?141551-GTX-560-SLI-power-requirements You would be cutting it fine, but it "should" be ok....

    looking for a low budget flat screen

    You didn't mention a size or what it will be used for, i.e: gaming? (If gaming look for something with a 2ms response time.) But here is a 1080p monitor under £100 http://www.ebuyer.com/345330-hanns-g-hl229dpb-21-5-led-lcd-dvi-monitor-hl229dpb

    Advice on my first gaming-pc build (1000 euro budget)

    http://www.ebuyer.com/393375-acer-g246hlb-24-led-lcd-hdmi-monitor-um-fg6ee-b01 This is my monitor, 24", 2ms, 1080p, cheap as chips. Very pleased with my purchase I went for the 660ti, but the ATI 7950 is about the same, it's down to preference although you can head down the 3d route with nvidia...
