Update: just tried DDU. I think I did it correctly, booted into safe mode, and reinstalled the AMD drivers. it didn't seem to have any effect at all - both monitors are still recognized by the computer, but are not displaying an image. maybe I'll try again later.

it's completely locked on one of the monitors, and on the other it allows me to change between 832x624 and 800x600, neither of which are the display's native resolution (which is 1080p). well, gonna give DDU a go and report back.
