Your graphics cards is great but your i3 CPU is really bad, you can either return the computer you got and custom build one. Or you can keep this computer and maybe upgrade it to a i5 or i7. Personally I would return it and custom build a PC as it's so much better, cheaper and you can optimise...

I'm not sure, but you can try doing something called a 'Disk Defragment', it basically cleans your computer from junk files. Just type up Disk Defragment in the Start button search and begin the process.

Your CPU obviously isn't as good as your GPU but I don't think that it would hold back a lot of FPS
