what the temperature of your Pc. Download HWmonitor (it's free) and look at the temps. If something reaches more than 80 Celcius it should lag for you.

So I have 4 computer's in total. 3 of them are laptop's and use wifi, and I use cable. So Everytime I use cable I get complain's that their internet is slow for them, but mine is fine. I got pretty good Internet speed about 400-500 Up&Down and I don't know what's the damn issue.

I had similiar issue. Just try plug it into a different electricity plug and reset cmos again. That worked for me.
