I got it. I have not enabled integrated gpu as main gpu source in bios. One of my apps uses all gpu cards at 100 percent. When I log in with teamviewer on the machine it utilizes one of the cards more and that's why this anomaly happens. Thanks for the suggestion anyway.

Okay, so in the manufacturer`s website 170 watt is the maximum power consumption of the GPU, not the minimum. I also googled that people with such cards report 170 watts power consumption on full gpu load.
