    Give this a try, works sometimes: Take out the battery and press and hold the power button for around 30-40 secs. This is to release any residual charges, now without putting the battery back, connect your power cord and try switching it on.

    Try going to your BIOS and resetting the default settings and then restarting, if that doesn't work, try booting from Gparted Live CD/USB and formatting the partition where you tried installing Win7. If all goes well, reinstall Win7 again.
