i7-2600k locked at 3.5ghz 100% of the time

Sorry mate, but an H67 motherboard won't support overclocking. Also, sometimes having different ram types in the slots can screw with seemingly irrelevant settings in funny ways, including CPU clocks.

    Upgrade monitor and/or video card.

Vega is not worth it. Volta will be better than Pascal, but we don't know quite how much better, how much it will cost, or when exactly it will be released. HDR is starting to appear on Monitors, but is expensive. about 1000+ for a 4k HDR monitor right now. Samsung does a 27 inch 1440p, VA, 144...

normal to get fps dips on a 1080ti?

Try setting the ram speed to 3200 mhz in the bios, as I don't think the memory is automatically set to that. Also try overclocking the cpu to about 5 ghz if you can, and see if that helps.

normal to get fps dips on a 1080ti?

Maximus ix formula and 32 gb of lpx 3200 mhz ram. If you have 16gb that is more than enough. What is your cpu clocked at?

normal to get fps dips on a 1080ti?

Huh. Odd. I get far more stable performance with Vulkan. Higher averages with OpenGL, but more dips and lower .1% lows. Glad it works for you though. Just check the gpu temps during the fps dips in Tombraider, as well as the clockspeeds using HWInfo and an overlay of some sort - your choice.

SLI not showing up in Nvidia control panel

It sounds like one or both of the cards have a faulty sli connector. Any chance the cards are with EVGA and have a lifetime warranty?

Is there a problem with my GPU or MOBO?

How long have you left it before turning it off? Have you ever managed to get into windows on that pc?

    GPU Crash Under Load

Try borrowing a gpu and a psu from a friend, and swapping them out one at a time to find out which is causing the problem.

Can I use a GTX 1050 ti with this power supply? (dell optiplex 9020)

It will fit the case just fine. It might draw more power than your psu is capable of outputting though.

Planning to buy a GTX1060 (Computer Noob)

It depends entirely on the model you buy. There are mitx cards that are tiny, and full length cards that are longer.

    Amd phenom 2 x2 550 with 750ti or 1050ti

It is an old socket - the best you can do is a phenom II x4 965, which is a very dated cpu. DDR4 is much faster than DDR3, and is not supported by AM2 socket cpus and motherboards.
