How do I slow the memory down, is that a mode in the cmos?

Ok, I'm not as clueless as the title makes me sound. Here is the problem. I have a k7sva board with an atlon 1700+ proc, and in the cmos both the ram and cpu multiplier are set tp 100 and the clock shows 1100mhz, when I change it to 133 (it will allow me to do it 3 ways, ram 133/100, ram/cpu...

My girlfriend owns a Presario 700 with a 1ghz processor and 256 megs of SDRAM. Until today the clock speed showed 996mhz and 256 megs of ram under the control panel and in system properties. Now it fluctuates between 697mhz and 498mhz, and the ram stays a constant 240 megs. I don't know...
