Thanks for the responses. I've already built the PC as per the specs in my original post, so I believe the best CPU I can get with my MOBO is a i9-9900K. I think I will upgrade the RAM and see how that goes :)

Yeah I imagine 64GB would be ideal, but I want to try and keep costs down if possible. I have an SSD with my OS on but I store the video files on an external HDD.

Thanks for your reply Jeremy. I tend to edit 4K footage so that explains why my 16GB RAM is struggling. I will go ahead and upgrade to 32GB RAM. I'll look out for a 9900K too if I can get a cheap one, cheers!

When stabilising footage in Premiere Pro, my CPU usage and RAM both fluctuate around 90-100% according to task manager. If I only upgrade one or the other (RAM or CPU), which would you suggest? My PC specs are... MSI Z390 Gaming Plus motherboard, ASUS ROG STRIX GTX 1070 Ti 8GB i5-9600K 3.7Ghz...
