have you check your psu? Yes , i have sea sonic 750w titanium does your pc temp normal?Yes cpu doesn't go above 60 and gpu max is 74 does it has some damaged part?no the PC is new

Turn Off Turbo boosting i had same problem before mine used to go +75 C after turbo boosting off it doesn't cross 60
