I fixed it! Not sure how, I changed my power plan to balanced, did a windows update (a feature update) and played with MSI afterburner beforehand (didn't fix it though), after the restart it works. One of those things or the restart itself after playing with afterburner fixed it!
UPDATE: My clock speed should be at 1350MHz like it does on CS, this issue with CS is the dodgy ethernet cable I think.
On siege it is locked at 300MHz using 5x less power.... how do I unlock this then?
