The red lines/dots only appeared when there's a black background. They also appeared just when the computer started without the DVI cable connected, just the power cable.

The monitor came with brand new cables. I used DVI. My GPU is a R9 290, and yes I usually overclock, but I tried without it and the problem still persists.
