Unless if he has B660 motherboard with external clock generator, so the 12400 could run 5-5.2GHz. Than the 13400 will not be faster at all.

I am building some Celeron G6900 computers for a company with these LGA1700 stock coolers and i am troubled lot how to attach the cooler. And even when somehow looks standing stable on CPU, i am still unsure if it is well attached.

Buy Celeron G6900 until 12100 is not available. It is my favorite, i do many office computers with it. Cheap, fast dual core and has the integrated graphics. Later you can replace it with bigger intel CPU.

I would say for 5600X $149, for 5800X $199 is real near these new Intel processor. Anything above is overpriced.
