So I've been trying to tighten the standoff into the back plate with the washer for the hyper 212 evo but for some reason it won't tighten fully, rather the standoff keep spinning even after I fully tighten the washer. What should I do?

Do you mean a 1000w? And no I don't think you need to upgrade the PSU because I extremely doubt that OC-ing will make that much of a difference. Again I am not sure since I just joined and I'm only 13.
