hmmm, it seems like cpu bottleneck afaik on low res it's more about cpu than GPU

Had similar issue at first I thought it was new update from w11 , turn out it was my mouse ! wire was pinched so it used to confuse USB port. Changed my mouse haven't faced it yet.

That hiss is kinda normal on low end boards at least for 3.5mm , have faced it on gigabyte and msi boards as well, you need mobo with shielded audio or better a get a dac, even chi fi would be much better ! on usb it seems like grounding issue , maybe try a grounded switch first before change...

check if your bois is in csm or not toggle it and retry

Issue might be with your monitor then ! Check what cable you are using and what version being a 720 monitor I think it cannot take anymore than 75 fps input , so i guess it is not ou gpu but the monitor!
