    Can R9 270X produce more than 60Hz?

    It can produce more than 60 frames, however not many of the late/new title games will run in Ultra, 1080p at 60fps on this card(let alone 30~fps). Keep in mind, Humans can only see 30Fps(ish) so it shouldn't matter that much.

    Which R9 270x should I get?

    Not big on msi. I ended up with a gigabyte one, which comes with BF4 and has a good reputation, though my friends ASUS DC2T runs a bit better to be completely honest. I'd stick to ASUS or Gigabyte and to be honest, if i could go back, I would get the ASUS one. Cheers.

    SO firstly, make sure that you use a DVI or HDMI cord for the videocard. Make sure your screen is 2ms aswell. Then update your drivers, and do an error check using the device manager.     Lower your video card cost to something like a 660 and put a bit more into a processor otherwise it will bottle neck imo. Try gettin a 4670k i5. the 660 is good as a budget card that can run most new title in 1080p, ultimate at 40fps.
