As an update I had a spare psu and plugged it in and haven't had the issue since so I'll assume that it was a powder supply malfunction.

Thanks for the reply Yeah when the peripherals all shut off, the power button and reset button on the case both do nothing. The only way to shut off the PC at that point is the PSU switch or I guess pulling the plug. And I was out when I wrote this initially so sorry I forgot the name of psu...
